Brother Douglas is an Addonc.

An Addonc seems able to use any type of water as the catalyst for erasing memories, and only need to be in contact with water before dousing their victims with it to trigger the effect. The victim reverts to a blank slate, childlike, more innocent. Those who have been "Addonced" imprint onto the first person who's been kind to them.
